Ok, resellers panel is a scam. Your login info doesnt bring you to a webhosting manager at all. You cannot sell free plans, and if you can, I appologize for calling resellers panel a scam. Point me to were I can access a webhosting manager.

Technically, you don't get to really resell. It's more of an affiliate type of thing. You have no control over a lot of the things and can't define packages and such.

Only free thing I saw was a free image hosting service. Had a link to a free reseller thing but it brings up a page to purchse cheep service. Maybe I didn't look hard enough...
